Creation Decree: No. 20-296 of October 12, 2020, amending and supplementing Executive Decree No. 04-275 of September 5, 2004.

Approval Decree of the Development Plan: No. 16-216 of August 11, 2016.

Purpose: University research, training, support functions, and advanced technologies.

New City Perimeter: 7,000 hectares;
Urbanization perimeter: 3,158 hectares;
Protected perimeter: 3,842 hectares;
Area declared of public utility: 2,288 hectares.

Expected population: 450,000 inhabitants;
More than 94,000 housing units completed or under construction, including 84,235 LV and 9,368 LPP units.

229 public facilities planned;
53 public facilities completed by VNSA, of which 27 have already been delivered.

6 investment hubs (pharmaceutical and biotechnological, health, city center, ICT, commerce, leisure and recreation) covering 321 hectares with 300 plots;

14 investment projects have already been completed and are operational.
