Public Institution for the Development of the New City of Sidi Abdellah

It is a public industrial and commercial establishment (EPIC), placed under the supervision of the Ministry of Housing, Urban Planning and the City.

The headquarters of the establishment is located within the perimeter of the New City of Sidi Abdellah, Algiers Province.

The establishment is responsible for the development and planning of the New City.

Missions of the Establishment

  • To acquire and develop built or unbuilt properties, as well as any land bases necessary for the development of the New City;
  • To carry out any commercial, movable, real estate, and financial operations related to its purpose and likely to promote its development;
  • To perform land management operations in accordance with the provisions set out by the laws and regulations in force;
  • To benefit from the right of pre-emption established by the provisions of the applicable laws and regulations, particularly Article 15 of Law No. 02-08 of May 8, 2002;
  • To transfer land intended for housing or for artisanal or commercial activities according to the procedures defined in a specifications document issued by order of the minister in charge of the city;
  • To collect, process, store, and disseminate data, information, and documentation of a statistical, scientific, technical, and economic nature related to its activities, and to preserve files and studies in accordance with the legislative and regulatory provisions in force;
  • The establishment is responsible for the acceptance of infrastructure works and their transfer to the entities responsible for their management, in accordance with the applicable conditions and procedures.
